Attorney Jay Eigerman specializes in Zoning & Land Use law. His expertise includes conducting zoning and permitting due diligence, devising and implementing permitting strategies, community outreach, presenting to legislative and administrative bodies, and writing zoning and permitting opinions for financing. His project experience includes real estate development at many scales, ranging from rehabilitation of single historic structures to high-density transit-oriented projects, and mixed-use proposals on tidelands subject to the public trust:

  • High-rise redevelopment of derelict waterfront, industrial site in East Boston, MA, including 259 dwelling units, 5,000 sf commercial space, and over an acre of public open space.
  • High-rise redevelopment of historic warehouses and new construction in the Fort Point Channel district of South Boston, MA, with 263 dwelling units and over 300,000 sf commercial space.
  • Mid-rise redevelopment of 12-acre, big-box retail site adjacent to commuter rail station in San Mateo, CA, with 599 apartments, 25,000 sf commercial space, and two acres of public open space.
  • Mid-rise development of vacant land in the Columbia Point section of Boston, MA, adjacent to subway station, including 278 dwelling units, structured parking, and open space.
  • Land disposition agreement and approvals for pioneering deep-energy retrofit of the 500-dwelling unit affordable housing complex in the South End section of Boston, MA.

Mr. Eigerman has an undergraduate degree from Harvard College, and graduate degrees from the University of California in City Planning (Berkeley) and law (Hastings College of the Law). He began his career as a Deputy City Attorney for the City & County of San Francisco before moving to San Francisco land-use boutique Reuben & Junius LLP, where he remains of counsel. He returned to Massachusetts to work at Goulston & Storrs, P.C. Mr. Eigerman’s memberships include the American Planning Association and the Urban Land Institute. A native of Newburyport, Massachusetts, he serves there on the City Council. Admitted in Massachusetts and California.
